Do You Need an IT Background for ISO 27001 Lead Auditor?

Do You Need an IT Background to Become an ISO 27001 Lead Auditor?

No. Neither PR373, the ISO 27001 Lead Auditor course specification, nor the certification scheme sets a technical entry requirement, and information security is a wider subject than information technology. What is needed is knowledge of ISO/IEC 27001 and, where an audit reaches technical evidence, a team competent to evaluate it.

Is an IT background required for the ISO 27001 Lead Auditor course?

The specification’s recommended prior knowledge runs to two things: information security management principles with the Plan-Do-Check-Act cycle, and knowledge of the standard itself, set out in full on the prior-knowledge page. There is no technical requirement in it. No systems administration, no networking, no security engineering, no qualification of any kind.

That is not an oversight. The standard’s subject is information itself rather than the systems that happen to hold it. Information exists on paper, in conversations, in what staff carry in their heads, and in what suppliers hold. An ISMS covers all of it. An auditor who assumes the scope is the IT estate has narrowed it to a fraction of what the standard covers before a single question has been asked.

What competence is expected of an ISO 27001 Lead Auditor?

Auditor competence is conventionally treated — and taught on this course, following ISO 19011 — as three things together: knowledge, skills and personal behaviour. For an ISMS Lead Auditor that means generic auditing competence, plus knowledge of ISO/IEC 27001 and of information security management, plus, where the scope is technical, enough technical competence to evaluate the evidence in front of you.

Notice the condition on that last item. Technical competence is scope-conditional: it is asked for by the audit rather than by the job title, and where a scope calls for it the lead auditor’s task is to assemble a team that has it between them. A team auditing a cloud-hosted platform needs somebody who can tell a live production console from a prepared one. It does not need every member to be that person.

Declaring a limitation, and what a technical expert actually is

Two things follow from that, and neither is said often enough.

The first: due professional care cuts both ways. An auditor who lacks competence in an area is required to declare the limitation and have that area assigned to someone competent. That obligation protects you as much as it constrains you — it means the correct response to a technical area you cannot evaluate is to say so, not to bluff. It also means an auditor who does come from IT is under exactly the same duty in the areas they do not know, which in practice is often the management-system half.

The second: a technical expert is not a get-out. A technical expert supports the audit team with specific knowledge or expertise, and does not audit independently — the conformity judgement stays with the auditors. So a non-technical lead auditor can lead on a technical scope, but only by being able to ask the expert the right questions and to judge what the answers mean against a requirement. That is a skill in itself, and it is closer to auditing than to engineering.

Which background is the harder start for an ISO 27001 auditor?

The information security one, more often than not, which is the opposite of what people expect. Auditing an ISMS needs two things: the audit discipline, and knowledge of information security and the standard. Whichever you arrive without is your gap, and neither gap is technical.

If you come from quality or audit, your gap is the subject matter: the standard, the vocabulary, the control set. It is a bounded, learnable body of knowledge, and the specification tells you exactly what it is. Close it before the course — the Foundation course is one way — and the audit content lands on ground you already have.

If you come from information security or IT, your gap is the audit discipline, and unlearning is part of it. Auditing is not consulting and it is not troubleshooting. It means grading on evidence rather than on how serious something feels, writing findings against a requirement rather than against your own judgement of good practice, and resisting the pull to explain how to fix what you have found. Those habits are what the two domains covering conducting an audit and reporting on it are set above recall to test — between them 56 of the 80 marks.

If you are arriving without a technology background, that is the more useful thing to know: the part you are worried about is not where the marks are hardest to win.

Does a non-technical background affect certification afterwards?

It changes nothing about the route itself, and the route is worth stating plainly because it is where the idea of a technical gate usually creeps back in. Passing the course and the examination satisfies the training requirement; certification itself is decided by CQI and IRCA on an application of its own, and on the experience you record after the course. The published grade requirements ask for audit experience and work experience, not for a technology background. What the published requirement for the Auditor grade does ask for, alongside general work experience, is work experience in the scheme’s own subject. That is information security rather than information technology. It is a different thing from a technical background, and it is acquired by doing the work. Read the requirement for the grade you are actually aiming at rather than assuming it is the same across all of them.

Where background does show up is in the experience you can get access to. An auditor whose organisation certifies a paper-heavy, people-heavy scope will log a different kind of audit day from one working on a cloud platform, and both count. Internal audit programmes are often run out of quality and compliance functions rather than engineering ones, which can put a non-technical starter closer to the audit days than the job title suggests.

Where a technical background genuinely helps

It would be dishonest to say it makes no difference. It helps in three places. It makes evidence in a cloud or infrastructure scope quicker to interpret. It makes the Annex A technological controls feel like descriptions of things you have operated rather than titles to memorise. And it shortens the time it takes to know which follow-up question to ask when an answer sounds plausible.

The third of those is the one worth dwelling on, because it is where the two backgrounds diverge most visibly. When an auditee explains how access reviews work, a technically experienced auditor hears the gap in the explanation faster. A non-technical auditor gets to the same place by a different road — asking to be shown the review, and then asking who was removed as a result of it — which is, if anything, the more auditable question.

None of that is a requirement, and all of it can be acquired. Somebody who audits information security management systems for a while will have picked up a good deal of it whether they meant to or not.

What about CISA, CISSP and other IT qualifications for ISO 27001 auditors?

These come up constantly in this conversation, usually as an implied prerequisite, so it is worth saying plainly: none of them is required for this course, and none of them substitutes for it. CQI and IRCA’s training requirements are met by their own certified courses, and the grades are then assessed on audit experience and work experience rather than on credentials issued by anyone else.

That does not make them irrelevant. A credential like CISSP evidences depth in information security, which is one of the two things described above. CISA is an audit credential in its own right, from a different body, pointed at information systems audit rather than at auditing a management system against a standard. It is a different qualification answering a different question.

The practical reading is this. Another credential can shorten the work of arriving with the knowledge the course assumes, or of getting comfortable with audit thinking. What it cannot shorten is the course, the examination, or the experience CQI and IRCA will want to see. And do not assume the subject matter is the easy half of the paper because you already know it. The specification is explicit that examination questions can relate to any requirement of ISO/IEC 27001 and to the expected prior knowledge, not only to what the course covered.

Frequently asked questions about an IT background for ISO 27001 Lead Auditor

Can a non-technical person become an ISO 27001 Lead Auditor?

Yes. There is no technical entry requirement in the course specification, and none in the certification scheme either. What the Auditor grade asks for is information security work experience, which is not the same thing as a technology background.

Do I need to know networking or security engineering to be an ISO 27001 Lead Auditor?

No. You need to know ISO/IEC 27001 and how to audit. Where an audit reaches technical evidence you cannot evaluate, the answer is to declare the limitation and assign the area to a competent team member, drawing on a technical expert for support where one is needed.

What is a technical expert on an ISO 27001 audit team?

Someone who provides specific knowledge or expertise to the team. They support the auditors and do not audit independently, and the judgement about conformity stays with the audit team.

Can I audit cloud environments as an ISO 27001 Lead Auditor without a technical background?

As part of a competent team, yes. What you must not do is evaluate technical evidence you cannot actually evaluate. Declaring the limitation and having the area covered by a competent auditor or supported by a technical expert is the correct professional response, not an admission of weakness.

Is an IT background a disadvantage for an ISO 27001 Lead Auditor?

Not in itself, and it is not the advantage people assume either. What it does mean is that your gap is the audit discipline rather than the subject matter, and that is the harder of the two to close. Grading on impression, prescribing fixes and answering from expertise all have to be unlearned first.

Where to go next: more on the ISO 27001 Lead Auditor course

Who is eligible for the course sets out what the specification does and does not require, and what the course assumes you already know is the gap actually worth closing before you book. When you reach the exam, the Domain 5 practice questions are where writing a finding against a requirement, rather than against your own view of good practice, is tested most directly.
