ISO 14001 is the international standard for environmental management systems (EMS), and clause 7.4 is where it deals with communication. If you manage an EMS or audit one, you need to know what the standard expects and what evidence shows it is working. What is environmental communication in ISO 14001?
It is the way an organization shares environmental management system information with the people who need it, inside and outside the organization.
It is not a press release or a marketing message. It is a managed process that makes sure workers know the environmental policy, understand their role in the controls that protect the environment, and can raise concerns. It also makes sure outside parties such as regulators, customers and neighbors receive accurate information. Like every part of the EMS, it works best when it is simple and tied to real risks. What does ISO 14001:2026 change about communication?
The communication requirement stays in clause 7.4, and the revision refines rather than rewrites it.
ISO 14001:2026 was published in April 2026 and replaces ISO 14001:2015, which ISO now shows as withdrawn. CQI and IRCA note that a three-year migration period is planned for organizations certified to the 2015 edition. What must an organization decide about communication first?
Clause 7.4.1 asks the organization to decide what to communicate, when, to whom, how, and who is responsible.
- What: which EMS information needs to be shared, such as the policy, objectives or emergency arrangements.
- When: the timing, for example at induction, after a change or after an incident.
- Who: the audience, inside and outside the organization.
- How: the method, such as briefings, notice boards, email, portals or meetings.
- Who is responsible: the person who makes sure it happens.
The organization should also take its compliance obligations into account, and make sure the environmental information it shares is reliable and consistent with the information inside the EMS.
What does a communication matrix look like?
A communication matrix is a simple table that answers the 5 questions for each topic. The example below is illustrative, so adapt it to your own organization.

What is internal communication in ISO 14001?
Internal communication is the sharing of EMS information across the organization’s levels and functions, and it should allow workers to contribute to continual improvement.
The key phrase is across levels and functions. Information should not only flow down from top management; workers should also be able to raise ideas, concerns and incidents. Typical internal topics include:
- The environmental policy and objectives.
- Significant environmental aspects and the operational controls that manage them.
- Compliance obligations that affect each team.
- Incident reporting arrangements and emergency response.
- Audit findings, management review outputs and changes to procedures.

What is external communication in ISO 14001?
External communication is sharing environmental information with outside parties, as set by the organization’s own processes and its compliance obligations.
The organization decides who it communicates with and about what, but some external communication is not optional because laws, permits or contracts require it. Whatever the channel, the information must be accurate, reliable and consistent with the EMS.

How do auditors check environmental communication?
Auditors check that the communication processes exist, that they are followed, and that people understand what they have been told.
They combine documents, records and interviews. The most revealing step is often asking an operator a simple question, such as “What would you do if you saw a chemical spill?” and comparing the answer with the communication matrix. What are the most common communication weaknesses?
The most common weaknesses are communication that only flows down, contractors who are never briefed, and complaints that are logged but never answered.
- One-way communication. Workers hear instructions but have no route to raise environmental concerns.
- Contractors missed. Site induction covers safety but leaves out environmental rules.
- Stale matrix. The communication matrix is not updated after a change in supplier, waste carrier or process.
- Unanswered complaints. A complaint is recorded, but there is no reply or owner.
- Inconsistent messages. A sustainability report claims more than the EMS records can support.
