ISO 14001 is the international standard for environmental management systems (EMS), and clause 7.4 is where it deals with communication. If you manage an EMS or audit one, you need to know what the standard expects and what evidence shows it is working. This guide covers both, and it is written for anyone preparing for the CQI (Chartered Quality Institute) and IRCA (its International Register of Certificated Auditors) ISO 14001 Lead Auditor course.

Quick answer

Environmental communication in ISO 14001 is the set of processes an organization uses to share environmental management system information inside the organization and with outside parties. Clause 7.4 requires the organization to decide what to communicate, when, to whom, how and who is responsible. It covers internal communication across levels and functions, and external communication that follows the organization’s own processes and its compliance obligations.

What is environmental communication in ISO 14001?

It is the way an organization shares environmental management system information with the people who need it, inside and outside the organization.

It is not a press release or a marketing message. It is a managed process that makes sure workers know the environmental policy, understand their role in the controls that protect the environment, and can raise concerns. It also makes sure outside parties such as regulators, customers and neighbors receive accurate information. Like every part of the EMS, it works best when it is simple and tied to real risks. Our guide to the environmental policy in ISO 14001:2026 shows one of the first things that must be communicated.

What does ISO 14001:2026 change about communication?

The communication requirement stays in clause 7.4, and the revision refines rather than rewrites it.

ISO 14001:2026 was published in April 2026 and replaces ISO 14001:2015, which ISO now shows as withdrawn. CQI and IRCA note that a three-year migration period is planned for organizations certified to the 2015 edition. According to the CQI IRCA summary of the key updates, communication with staff to enable their contribution to continual improvement remains, and the Annex highlights the benefit of giving transparent responses to external parties such as suppliers and customers.

What must an organization decide about communication first?

Clause 7.4.1 asks the organization to decide what to communicate, when, to whom, how, and who is responsible.

  • What: which EMS information needs to be shared, such as the policy, objectives or emergency arrangements.
  • When: the timing, for example at induction, after a change or after an incident.
  • Who: the audience, inside and outside the organization.
  • How: the method, such as briefings, notice boards, email, portals or meetings.
  • Who is responsible: the person who makes sure it happens.

The organization should also take its compliance obligations into account, and make sure the environmental information it shares is reliable and consistent with the information inside the EMS.

What does a communication matrix look like?

A communication matrix is a simple table that answers the 5 questions for each topic. The example below is illustrative, so adapt it to your own organization.

TopicAudienceMethodOwner
Environmental policyAll workers and contractorsInduction and notice boardsEMS manager
Spill response procedureOperators and contractors on siteToolbox talk and drillsOperations manager
Environmental complaintsNeighbors and customersComplaint log and written replySite manager
Permit reportingRegulatorFormal submissionCompliance lead

What is internal communication in ISO 14001?

Internal communication is the sharing of EMS information across the organization’s levels and functions, and it should allow workers to contribute to continual improvement.

The key phrase is across levels and functions. Information should not only flow down from top management; workers should also be able to raise ideas, concerns and incidents. Typical internal topics include:

  • The environmental policy and objectives.
  • Significant environmental aspects and the operational controls that manage them.
  • Compliance obligations that affect each team.
  • Incident reporting arrangements and emergency response.
  • Audit findings, management review outputs and changes to procedures.

For how controls reach the shop floor, see our guide on operational control in ISO 14001:2026.

Good environmental communication runs in both directions: workers hear what matters, and the organization hears what workers know.

What is external communication in ISO 14001?

External communication is sharing environmental information with outside parties, as set by the organization’s own processes and its compliance obligations.

The organization decides who it communicates with and about what, but some external communication is not optional because laws, permits or contracts require it. Whatever the channel, the information must be accurate, reliable and consistent with the EMS.

External partyTypical communication
RegulatorsPermit returns, incident notifications, inspection responses
CustomersEnvironmental questionnaires, product information, performance reports
Contractors and suppliersEnvironmental requirements, induction, waste handling instructions
Neighbors and communitiesComplaint responses, notices about planned work
Certification bodyAudit arrangements and EMS information

How do auditors check environmental communication?

Auditors check that the communication processes exist, that they are followed, and that people understand what they have been told.

They combine documents, records and interviews. The most revealing step is often asking an operator a simple question, such as “What would you do if you saw a chemical spill?” and comparing the answer with the communication matrix. Our guide to internal audit in ISO 14001:2026 explains how the wider audit is run.

What the auditor asksEvidence to look for
How do you decide what to communicate and to whom?Communication procedure or matrix
How do workers learn about the policy and their role?Induction records, briefing notes, worker interviews
How do contractors learn your environmental rules?Contractor induction and site rules
What happened to the last external complaint?Complaint log, reply and follow-up action
How do you pass on audit findings and review outcomes?Meeting minutes, management review records

The exact wording of the documented information requirement changed in the 2026 edition, so check clause 7.4 and the related documented information requirement in the standard itself.

What are the most common communication weaknesses?

The most common weaknesses are communication that only flows down, contractors who are never briefed, and complaints that are logged but never answered.

  • One-way communication. Workers hear instructions but have no route to raise environmental concerns.
  • Contractors missed. Site induction covers safety but leaves out environmental rules.
  • Stale matrix. The communication matrix is not updated after a change in supplier, waste carrier or process.
  • Unanswered complaints. A complaint is recorded, but there is no reply or owner.
  • Inconsistent messages. A sustainability report claims more than the EMS records can support.

Audit simulation: environmental communication

For practice only. Read each auditor note and choose the finding you would raise. These scenarios were written by 3FOLD Training and are not real exam questions.

Scenario 1. The organization has a communication matrix that sets out what, when, to whom, how and who is responsible. You interview 3 operators, and each can explain the environmental policy and the spill procedure in their own words.

Model answer: Conformity (clause 7.4). A defined process and consistent worker understanding are objective evidence that the communication arrangements work.
Scenario 2. The site induction for contractors covers safety rules only. 2 contractor staff say they were never told what to do in a chemical spill, and the matrix lists contractors as an audience for the spill procedure.

Model answer: Nonconformity (clause 7.4). The organization’s own communication arrangements were not followed, and the gap affects a control for a significant environmental risk.
Scenario 3. A neighbor’s odor complaint was logged and answered within the time set in the procedure. The communication matrix, however, has not been reviewed since the organization changed its waste carrier, although no wrong information was shared.

Model answer: Opportunity for improvement (clause 7.4). The complaint process worked, but updating the matrix after a change would reduce the risk of future gaps. Audit teams may classify borderline cases differently, so always follow your audit program rules.

Scenario 1 answered: 1 of 1 correct

Preloaded example: Scenario 1 is already answered. A working matrix plus workers who can explain it in their own words is evidence of conformity, so look for both the process and its results.

Frequently asked questions

What is environmental communication in ISO 14001?

Environmental communication in ISO 14001:2026 is the set of processes an organization uses to share environmental management system information internally and with outside parties. Auditors working toward the CQI and IRCA ISO 14001 Lead Auditor qualification check that the organization has decided what to communicate, when, to whom, how and who is responsible.

Which clause of ISO 14001:2026 covers communication?

Communication is covered by clause 7.4 of ISO 14001:2026, which has 3 parts: 7.4.1 general, 7.4.2 internal communication and 7.4.3 external communication. Auditors on the CQI and IRCA ISO 14001 Lead Auditor pathway should confirm the exact wording in the standard text.

What is the difference between internal and external communication in ISO 14001?

Under ISO 14001:2026, internal communication shares EMS information across the organization’s levels and functions, and should let workers contribute to continual improvement. External communication shares information with outside parties as set by the organization’s processes and its compliance obligations.

Does ISO 14001:2026 require a communication procedure?

ISO 14001:2026 requires the organization to establish communication processes, and auditors look for evidence that they work, such as a communication matrix, briefing records and complaint responses. The wording of the documented information requirement changed in the 2026 edition, so confirm the exact text in clause 7.4 of the standard.

Who must an organization communicate with externally under ISO 14001?

ISO 14001:2026 lets the organization decide its external communication through its own processes, but its compliance obligations may require communication with regulators. Other outside parties often include customers, contractors, suppliers, neighbors and certification bodies.

What do auditors check for communication in an ISO 14001 audit?

For the CQI and IRCA ISO 14001:2026 Lead Auditor qualification, remember that in an ISO 14001:2026 audit, auditors check that communication processes are defined, followed and understood. They review the communication matrix, briefing and induction records, complaint logs and management review records, and they interview workers.

Is communication different in ISO 14001:2026 compared with ISO 14001:2015?

According to the CQI and IRCA summary of ISO 14001:2026, communication with staff to enable their contribution to continual improvement remains, and the Annex highlights transparent responses to external parties such as suppliers and customers. ISO shows ISO 14001:2015 as withdrawn, so auditors should use the 2026 edition.
