ISO 27001 Lead Auditor vs Lead Implementer

ISO 27001 Lead Auditor vs Lead Implementer: Which Path Fits You?

ISO 27001 lead auditor and lead implementer are two jobs, not two stages of one path. An implementer builds and runs an information security management system; an auditor examines one against the standard and reports what the evidence shows. Doing both on the same ISMS creates an independence problem you cannot argue away.

ISO 27001 lead auditor and lead implementer are two jobs, not two stages of one path. An implementer builds and runs an information security management system; an auditor examines one against the standard and reports what the evidence shows. Doing both on the same ISMS creates an independence problem you cannot argue away.

One disclosure before the argument: we deliver the CQI and IRCA Lead Auditor course, so read this as an interested account. Everything said here about another body comes from its own published material, and the sources are worth checking rather than taking from us.

ISO 27001 lead auditor vs lead implementer: two jobs, not two levels

The question is usually framed as a ladder — foundation, then implementer, then auditor, each a bigger version of the last. It is a tidy picture and it describes nothing that exists.

The implementer’s job is to make an ISMS work. Interpreting the requirements for a particular organisation, running the risk assessment, choosing and applying controls, writing the documented information, getting the thing operating and keeping it operating. The output is a management system that functions and can be certified.

The auditor’s job is to find out whether it does. Planning against criteria and scope, gathering evidence, testing what is claimed against what can be shown, grading what is found against a requirement, and reporting it so that someone else can act on it. The output is a defensible conclusion.

Those are not degrees of the same skill. The implementer is measured on whether the system works; the auditor is measured on whether the conclusion holds up. An implementer who becomes an auditor has to unlearn the instinct to fix what they find, and unlearning is harder than learning.

Where do the ISO 27001 Lead Auditor and Lead Implementer credentials actually come from?

This is where the ladder picture does real damage, and it is worth being exact.

CQI and IRCA do not certify a lead implementer course. Their information security scheme is an auditor scheme: the certified courses are auditor courses, and every IRCA grade of certification is an auditor grade. If you have read that IRCA offers lead implementer training, that is wrong, and it is common enough to be worth checking rather than assuming. Check the scheme’s own list of certified courses in the CQI and IRCA course directory, which is searchable by course title and by provider, rather than trusting a third-party summary.

Implementer credentials come from other bodies. PECB and its own course pages are what you will meet most often. Alongside the auditor track on its own pages it runs an implementer track, with its own examination and its own grades. Those are real credentials. They are simply not part of the CQI and IRCA auditor scheme, and one does not convert into the other.

One structural point carries across both tracks, and it is easy to miss. On the implementer side, as on the auditor side, passing the course and the examination does not give you the title. What it supports is an application for a provisional grade. The substantive title is applied for separately, after the examination, with the experience claimed checked against referees you supply. The auditor grades work the same way, measuring different things: that is why passing does not make you a certificated auditor either.

The independence problem: can you implement and audit an ISO 27001 ISMS?

If you take one thing from this page, take this, because it rarely appears in a course description.

ISO/IEC 27001 requires an organisation to select auditors and conduct audits in a way that ensures objectivity and the impartiality of the audit process. Someone auditing an ISMS they built is not delivering that. It is not a question of honesty — a scrupulous person genuinely cannot see the decisions they made as an open question, because they already answered them.

At the certification-body end the rule is harder still. The standard that governs certification bodies sets a bar on certifying a management system the body has itself consulted on, lifted only after a defined period has passed. It is sold rather than published free, so the catalogue entry confirms the standard’s identity rather than its text. That rule binds certification bodies, not individuals, so do not repeat it as though it applied to you personally. What it tells you is how seriously the people who write the rules take the conflict.

The practical consequence for a consultant is straightforward. You can implement, or you can audit, on any given ISMS — not both. Holding both credentials does not dissolve that; it only means you have to decide which hat you are wearing before you take an engagement, and say so.

What do the ISO 27001 Lead Auditor and Lead Implementer roles actually look like?

Job titles hide the difference; the working week shows it.

An implementer’s week is spent inside one organisation, negotiating. Which assets are in scope. Whose risk this is. Whether a control is proportionate, and who signs the residual risk. What the policy should say so that people will actually follow it. The work is persuasive and iterative, and success is measured months later by whether the system is still being used when nobody is watching.

An auditor’s week is spent gathering evidence against criteria and reaching a conclusion someone else will rely on. Planning against a scope. Sampling. Asking to be shown rather than told. Writing a finding tight enough that it survives a challenge from a director who would rather it went away. The work is investigative and bounded, and success is measured immediately by whether the finding holds.

The instinct each role builds is the opposite of the other’s. An implementer who sees a weak control wants to improve it; that is the job. An auditor who sees a weak control records it against a requirement and moves on, because prescribing the fix compromises the next audit of it — and because the organisation, not the auditor, owns the remedy. It is a habit rather than a knowledge gap, which is why changing it takes deliberate work.

How to tell whether you need ISO 27001 Lead Auditor or Lead Implementer?

Ignore the credential names for a moment and answer three questions about the next two years.

  • Will you be accountable for whether an ISMS works, or for whether it conforms? Accountable for it working is the implementer’s job. Accountable for a conclusion about it is the auditor’s.
  • Who reads your output? An implementer writes for the organisation building the system. An auditor writes for someone who has to rely on the finding — management, a customer, a certification body.
  • Does anyone need you to be independent? If the answer is yes now or is likely to become yes, the auditor route is the one that keeps that option open. The reverse is not true: implementing an organisation’s ISMS closes off auditing it.

There is one reason to lean towards the auditor route that has nothing to do with which job is more interesting. Auditing is the more portable of the two skills, for a structural reason rather than a rhetorical one. An implementer’s work is embedded in the particular systems they have built; an auditor’s method is defined against a published standard, and applies wherever that standard does. Both sides have graded credentials behind them. What differs is how much of the work travels with you.

ISO 27001 Lead Auditor or Lead Implementer: which fits you?

Pick the question that matches your next two years and see which job it points to.

How to use it: Choose the option that fits you from the list. The answer appears below.

From the three questions in this article. Both sides have graded credentials behind them. CQI and IRCA offer the auditor route only; implementer credentials come from other bodies.

What about doing both the ISO 27001 Lead Auditor and Lead Implementer courses?

It is done, and it is worth being honest about what it costs. What it buys is set out in the section that follows, because the useful version of that question is what each kind of knowledge does for the other rather than what a second certificate does for a CV.

What it costs is two full training and certification tracks, two sets of experience to accumulate and evidence separately, and a permanent conflict-of-interest question on every engagement where you might have done either. If the budget is for one, and independence is anywhere in your future, take the auditor route first. The ISO 27001 Lead Auditor course is the one leading to a certificated auditor grade, and implementation knowledge can be acquired by doing the work.

What is each ISO 27001 role worth to the other?

Neither skill is wasted on someone doing the other job, and it is worth being specific about what transfers, because the vague version of this claim is used to sell both courses to the same person.

What implementation knowledge gives an auditor? Realism, mostly. Knowing which documents genuinely exist in a working organisation, how a risk assessment is actually put together under time pressure, and which controls look elegant on paper and fail in practice. It makes an auditor harder to satisfy with a well-written policy nobody uses, and quicker to find the place where the system is really thin.

What audit knowledge gives an implementer?A test. An implementer who knows how an audit is conducted builds the system so that evidence exists at the point where an auditor will ask for it, rather than reconstructing it the week before the certification visit. It is the difference between a system designed to work and a system designed to work and to be demonstrable.

Both are real. Neither requires you to hold the other credential. Both are learnt by working alongside the other role, and the credential is worth buying when you intend to do that job rather than when you want to understand it.

Frequently asked questions about ISO 27001 Lead Auditor vs Lead Implementer

Is ISO 27001 Lead Implementer higher than Lead Auditor?

Neither is above the other. They are different jobs with separate credentials from separate schemes, and neither is a stage on the way to the other.

Do CQI and IRCA offer an ISO 27001 Lead Implementer certification?

No. Their information security scheme is an auditor scheme, and every IRCA grade of certification is an auditor grade. Implementer credentials come from other bodies.

Can I implement an ISO 27001 ISMS and then audit it?

Not the same one. ISO/IEC 27001 requires objectivity and impartiality in the audit process, and auditing your own implementation work does not meet that. Auditing a different organisation’s ISMS is a different matter entirely.

Which is better paid, ISO 27001 Lead Auditor or Lead Implementer?

Neither reliably, and a page offering you a figure is not drawing it from either scheme, because neither publishes one. Both routes have published grading structures, so on either side the credential says something specific about the work you have done rather than about the course you attended.

Which ISO 27001 certification should a consultant hold?

It depends on which engagements you intend to take. What you cannot do is take both kinds on the same client’s ISMS, so decide which side of that line your practice sits on before you spend on training.

How internal auditing differs from the lead auditor qualification is the other comparison readers make here. CQI and IRCA compared with PECB covers the scheme choice, and the full route to certification sets out what follows the auditor course.
