How to Understand the PMP® Exam Content Outline (ECO) in 2026
The ECO is the blueprint behind every PMP exam question. Here is how it is organized, how to read it, and how to turn it into a study plan.
In this guide
You open the Project Management Institute (PMI®) outline for the Project Management Professional (PMP®) exam and find a short document full of tasks, percentages and phrases like “enablers.” For a working professional with limited evenings, it is easy to skim it once and move on. That is a mistake, because the outline is the one document that tells you what the exam is built to test. This guide explains how to read it and use it.
Quick answer
The PMP® Exam Content Outline (ECO) is the Project Management Institute (PMI®) blueprint for the Project Management Professional (PMP®) exam. The July 2026 ECO organizes the exam into 3 domains (People 33%, Process 41% and Business Environment 26%), 26 tasks and example enablers, and states that approximately 40% of items reflect predictive approaches. Read it from the top down: domain first, then task, then enabler.
| Document | PMP Examination Content Outline (ECO), July 2026 |
| Publisher | Project Management Institute (PMI) |
| Built from | A job task analysis (JTA) of the work of project professionals |
| Structure | 3 domains, 26 tasks, and enablers as examples under each task |
| Domain weights | People 33%, Process 41%, Business Environment 26% |
| Tasks per domain | People 8, Process 10, Business Environment 8 |
| Approach mix | Approximately 40% predictive; the rest adaptive/agile and hybrid |
| Exam | 180 questions (170 scored), 240 minutes |
What is the PMP exam content outline?
The ECO is the blueprint PMI uses to build the PMP exam, and every exam question is mapped to it.
PMI creates the outline from a job task analysis, which is a study of the work project professionals actually do and of current industry practice. For the 2026 version, PMI also used emerging trends such as artificial intelligence (AI) and sustainability as inputs to confirm they matter to the profession. In short, the ECO tells you what the exam expects a project professional to do, not which chapters to memorize.
That difference is worth holding on to. The ECO says it assesses your ability to think critically and apply practices based on experience, and it states that the exam is not written according to any single text. Our guide to whether the new PMP exam is harder explains what that means in practice.

How is the ECO organized?
The ECO has three levels: domains, tasks and enablers.
| Level | What it is | Example |
|---|---|---|
| Domain | A high-level area of knowledge essential to project management, with a percentage of the exam | People (33%) |
| Task | An underlying responsibility of the project manager within a domain | Manage conflicts |
| Enabler | An illustrative example of the work associated with a task | A sample activity listed under the task |
What do the domain percentages mean?
The percentages show how many exam items come from each domain. People is 33%, Process is 41% and Business Environment is 26%, which together make 100%. Business Environment carries far more weight than in the previous outline, which our guide to the 2026 PMP exam domain weighting covers in detail.
What are the 26 tasks in the ECO?
The 2026 ECO lists 26 tasks: 8 in People, 10 in Process and 8 in Business Environment.
| Domain | Tasks | Task names |
|---|---|---|
| People (33%) | 8 | Develop a common vision; manage conflicts; lead the project team; engage stakeholders; align stakeholder expectations; manage stakeholder expectations; help ensure knowledge transfer; plan and manage communication |
| Process (41%) | 10 | Develop an integrated project management plan and plan delivery; develop and manage project scope; help ensure value-based delivery; plan and manage resources; plan and manage procurement; plan and manage finance; plan and optimize quality of products/deliverables; plan and manage schedule; evaluate project status; manage project closure |
| Business Environment (26%) | 8 | Define and establish project governance; plan and manage project compliance; manage and control changes; remove impediments and manage issues; plan and manage risk; continuous improvement; support organizational change; evaluate external business environment changes |
Which tasks surprise candidates?
Risk, change control and compliance sit in Business Environment, not in Process. In the 2026 ECO, plan and manage risk, manage and control changes, and plan and manage project compliance are all Business Environment tasks. If you studied from older materials, check where each topic now sits, because the weights follow the domains.
What are enablers in the ECO?
Enablers are illustrative examples of the work associated with a task, and the ECO says they are not an exhaustive list.
Read enablers as hints about what a task looks like in real projects. They help you picture the situations an exam scenario may describe, but they do not limit what can be asked about a task. Do not try to memorize them as a checklist, and do not assume a topic is safe to skip because no enabler mentions it.
What does the ECO say about predictive, agile and hybrid approaches?
The ECO states that predictive, adaptive/agile and hybrid approaches appear throughout all three domains and are not isolated to any one domain or task. Approximately 40% of items represent predictive approaches, and the remaining 60% is split between adaptive/agile and hybrid approaches. The ECO notes that exact counts may vary by form. So when you study a task, such as managing conflicts or planning a schedule, ask how it looks in each approach.
ECO domain finder
For practice only. Pick an ECO task, guess its domain, and check your answer. This is a learning aid, not PMI guidance and not exam questions.
The preloaded example is the task “Manage conflicts” with the guess People. It is correct, because conflict management is one of the 8 People tasks. Try “Plan and manage risk” next, and guess Process.
What does the ECO say about the exam itself?
The 2026 exam has 180 questions, of which 170 are scored, in 240 minutes.
| Exam element | 2026 ECO |
|---|---|
| Total questions | 180 |
| Scored questions | 170 |
| Unscored pretest questions | 10 |
| Exam time | 240 minutes |
| Breaks | Two 10-minute breaks |
| New question types | Case or scenario; graphic-based |
The ECO marks case or scenario questions and graphic-based questions as new. A case question gives a detailed scenario, which may include graphs or charts, followed by a series of questions. A graphic-based question asks you to interpret a chart, graph, diagram or image. The first break comes after the case-study section, and the second comes about midway through the independent questions. Pretest questions do not affect your score, and all questions are placed randomly through the exam.
How do you turn the ECO into a study plan?
Turn the 26 tasks into a tracker, rate your confidence in each, and study in proportion to the domain weights.
- Read the domains first. Note the weights and the approach mix before looking at any task.
- List all 26 tasks. Put them in a simple sheet with a confidence rating from 1 to 5 for each.
- Study the weakest, heaviest tasks first. A weak task in Process, at 41%, usually deserves more time than one in Business Environment, at 26%.
- Study each task three ways. Ask what it looks like in a predictive, an agile and a hybrid project.
- Practice with scenarios. After each study session, apply the task to a situation and explain your choice.
- Check your course against the ECO. PMI says training should meet the minimum 35 hours and align to the ECO.

What does the ECO not tell you?
The ECO does not tell you the passing score, the exact questions, or a single reading list.
- No passing percentage. The ECO describes content, not a pass mark.
- No exam questions. Tasks and enablers describe the work, and the real questions are not published.
- No single textbook. The ECO says the exam is not written according to any single text, and it differs from the PMBOK® Guide.
- No guarantee. The ECO says its listed references are not a guaranteed means of passing.
- Not a substitute for training. Books and practice exams alone do not meet the 35-hour training requirement.
PMI publishes the ECO itself, and you should read the original: the 2026 PMP Exam Content Outline and the PMP certification page.
