Most PMP® candidates prepare as if the exam tested one textbook. It does not. The Project Management Institute (PMI®) builds every question of the Project Management Professional (PMP®) exam from its Exam Content Outline (ECO), and most candidates skim it once and never analyze it. This guide shows you how to interpret the three domains (People, Process and Business Environment) by working through Task 1 of each one, with one original practice question for each.

Quick answer

The Project Management Professional (PMP®) exam from the Project Management Institute (PMI®) is built on the July 2026 Exam Content Outline (ECO), which has 3 domains and 26 tasks. To interpret a domain, find the task a scenario points to, read that task’s enablers as the work the exam expects, and choose the answer that does that work. Task 1 of People is develop a common vision, Task 1 of Process is develop an integrated project management plan and plan delivery, and Task 1 of Business Environment is define and establish project governance.

Is the PMP exam based on the PMBOK Guide or on the ECO?

It is based on the ECO. PMI says the exam is not written according to any single text, and that the ECO differs from the PMBOK® Guide.

PMI builds the ECO from a job task analysis, which is a study of the work project professionals actually do. Every exam question is then mapped to it. That changes what the exam asks of you. A candidate who memorizes chapters is preparing to answer “what does the book say?” The exam asks “what should the project manager do in this situation?”, and the answer is anchored to a task in the ECO.

The second problem is how the ECO gets read. Many candidates read the list of domains once, see familiar words and move on. Reading the ECO is not the same as analyzing it. Our guide on whether the new PMP exam is harder explains why that difference matters more in 2026.

How do you read a domain, a task and an enabler?

Read the ECO from the top down: domain first, then task, then enablers.

LevelWhat the ECO says it isWhat to do with it
DomainA high-level knowledge area essential to the practice of project management, with a percentage of the examLearn the weights: People 33%, Process 41%, Business Environment 26%
TaskAn underlying responsibility of the project manager within a domainTreat it as the question behind the question: which responsibility is this scenario testing?
EnablerAn illustrative example of the work associated with a taskRead each one as an action you could be asked to take

Here is a four-step method you can apply to any scenario:

  • Find the task. Decide which project manager responsibility the scenario is really about, before you look at the options.
  • Read the enablers as verbs. Words such as assess, recommend, define and keep current tell you what the exam expects you to do.
  • Match the clue. The scenario will contain a cue, such as people disagreeing, a plan that does not fit, or unclear authority.
  • Choose the answer that does the task’s work. Reject answers that only treat the visible symptom.

The ECO says enablers are not an exhaustive list, so do not memorize them as a checklist. The next three sections apply the method to Task 1 of each domain. For how the domain weights compare, see our guide to the 2026 PMP exam domain weighting.

See what’s included

What does People Task 1, develop a common vision, ask you to do?

It asks you to make sure the team and key stakeholders share one understanding of why the project exists and what success looks like.

Enabler (paraphrased from the ECO)What it looks like in a scenario
Help ensure a shared vision with key stakeholdersPeople describe the project’s purpose in different ways
Promote the shared visionThe vision exists but the team does not use it to make decisions
Keep the vision currentThe context changed and the team still works toward the old goal
Break down situations to find the root cause of a misunderstanding of the visionSomething is going wrong because people understand the goal differently

How should you interpret it?

This is a People task because the work is about alignment between humans. When the cue is a difference in understanding, the best answer usually involves a conversation or a facilitated session. The weaker answers send a document, ask someone to decide, or escalate. Think of the vision as something you build with the team, not something you announce.

Practice question · People · Task 1

A project manager is kicking off a hybrid project with team members from three departments. In the first meeting, each department describes the project’s purpose differently, and the sponsor’s description is different again. What should the project manager do FIRST?

  • A. Circulate the approved scope statement and ask everyone to confirm they have read it
  • B. Facilitate a session with the sponsor and the team to build a shared understanding of the project’s purpose and desired outcomes
  • C. Ask the sponsor to send an email stating the project’s purpose
  • D. Escalate the misalignment to the project management office (PMO)
Show the answer and the reasoning

Answer: B.

The problem is a lack of shared understanding, not a missing document. This is the enabler about identifying the root cause of a misunderstanding of the vision, and then helping ensure a shared vision with key stakeholders. A shared vision is built with people, not handed to them.

Why the others fail: A and C are one-way communication, so they leave the misunderstanding in place. D escalates before the project manager has tried to lead the group to alignment.

What does Process Task 1, develop an integrated plan and plan delivery, ask you to do?

It asks you to decide how the project will be delivered and to build one plan whose parts work together and still serve business value.

Enabler (paraphrased from the ECO)What it looks like in a scenario
Assess project needs, complexity and magnitudeA new project needs a plan and you must understand it first
Recommend a development approach: predictive, adaptive/agile or hybridThe project has both fixed and changing elements
Determine critical information requirements, for example sustainabilityThe plan must capture information the organization needs
Recommend a project execution strategyThe team needs to know how the work will be carried out
Create an integrated project management planSeparate plans must be brought together
Estimate work effort and resource requirementsThe plan needs realistic effort and resource figures
Assess consolidated plans for dependencies, gaps and continued business valueThe parts of the plan do not agree, or value is slipping
Maintain the integrated planThe plan no longer matches reality
Collect and analyze data to make informed decisionsA choice must be backed by evidence, not preference

How should you interpret it?

The first two enablers set the order: assess, then recommend. The exam rewards a project manager who looks at the project’s needs before choosing an approach, and it penalizes choosing by habit or by team preference. The ECO also says predictive, agile and hybrid approaches appear throughout all three domains, so expect to apply them here in particular.

Practice question · Process · Task 1

A project manager is assigned a product development project. Requirements are expected to change as customer feedback arrives, but a regulatory approval milestone has a fixed date. The team is new to agile. What should the project manager do?

  • A. Use a fully predictive approach, because the regulatory date is fixed
  • B. Use a fully agile approach, because the requirements will change
  • C. Assess the project’s needs and complexity, recommend a hybrid approach, and build it into the integrated plan
  • D. Let the team choose the approach they prefer
Show the answer and the reasoning

Answer: C.

The scenario contains both a fixed constraint and changing requirements, so no single pure approach fits. The task asks you to assess before you recommend, then to create an integrated plan around the approach you chose.

Why the others fail: A and B each ignore half of the scenario. D hands away the project manager’s responsibility to plan delivery.

What does Business Environment Task 1, define and establish project governance, ask you to do?

It asks you to set up the structure, rules and limits that tell everyone who decides what, and where to go when something exceeds those limits.

Enabler (paraphrased from the ECO)What it looks like in a scenario
Describe and establish the structure, rules, procedures, reporting, ethics and policies, using organizational process assets (OPAs)The project has no agreed way of making and reporting decisions
Define success metricsNobody agrees how success will be measured
Outline governance escalation paths and thresholdsNobody knows who can approve something or when to escalate

Organizational process assets (OPAs) are the organization’s existing policies, procedures and templates, so governance is built on what the organization already has.

How should you interpret it?

Business Environment questions test whether you see the wider picture. A team can be motivated and a schedule can be neat, yet a project can still fail if nobody knows who decides. When the cue is unclear authority or missing limits, the best answer establishes the structure, not just a fix for the single incident in front of you. This domain now carries 26% of the exam, so it is not one to skip.

Practice question · Business Environment · Task 1

A project spans finance, operations and IT. The project is 6% over budget, and the project manager finds that nobody is sure who can approve the overrun or at what point it must go to the steering committee. What should the project manager do?

  • A. Submit a change request for the additional budget
  • B. Add the overrun to the risk register
  • C. Work with the sponsor and stakeholders to define decision rights, approval thresholds and an escalation path, then apply them to the overrun
  • D. Ask the sponsor to approve this overrun and deal with the next one when it arises
Show the answer and the reasoning

Answer: C.

The root problem is missing governance, so the best answer establishes it. The task includes outlining governance escalation paths and thresholds.

Why the others fail: A sends the request into a process that has no agreed owner yet. B is wrong because the overrun has already happened, and a risk is a possible event, not a current one. D fixes only this one case.

Written by 3FOLD Training for practice; not real exam questions.

The best answer does the work of the task, not just the quickest fix for the symptom.

Task 1 clue spotter

For practice only. Pick a scenario clue and see which task it points to. These are original situations written by 3FOLD Training, not real exam questions.

The preloaded clue is about unclear approval authority. It points to Business Environment Task 1, because the missing piece is a governance escalation path and threshold. Try the last two clues to see situations that look similar but belong to other tasks.

How do you use this method for the other 23 tasks?

Repeat the same four steps for every task, and keep one short note per task.

  • Write the task and its domain at the top of a one-page note, so you always know where it sits.
  • Turn each enabler into a verb. Write what you would be doing, not what you would be reading.
  • List two scenario clues that would point to the task.
  • Write one trap. Note the tempting wrong answer, such as sending a document when the real need is a conversation.
  • Practice with scenarios after each session, and study the weakest tasks in the heaviest domains first.

Frequently asked questions

Is the PMP exam based on the PMBOK Guide?

No. The Project Management Institute (PMI®) says the Project Management Professional (PMP®) exam is not written according to any single text, and that its Exam Content Outline (ECO) differs from the PMBOK® Guide. Every PMP exam question is mapped to the ECO, so the ECO is the document to study first.

What is the difference between a domain, a task and an enabler in the PMP exam?

In the Exam Content Outline (ECO) for the Project Management Professional (PMP®) exam from the Project Management Institute (PMI®), a domain is a high-level knowledge area, a task is an underlying responsibility of the project manager within a domain, and an enabler is an illustrative example of the work associated with a task. Enablers are not an exhaustive list.

What is Task 1 in each PMP exam domain?

In the July 2026 Exam Content Outline (ECO) for the Project Management Professional (PMP®) exam from the Project Management Institute (PMI®), Task 1 of the People domain is develop a common vision. Task 1 of the Process domain is develop an integrated project management plan and plan delivery. Task 1 of the Business Environment domain is define and establish project governance.

How do I know which domain a PMP exam question belongs to?

Look at the responsibility the scenario describes, then match it to a task in the Exam Content Outline (ECO) for the Project Management Professional (PMP®) exam from the Project Management Institute (PMI®). A misunderstanding of the project goal points to the People domain, choosing a delivery approach or building a plan points to Process, and unclear decision rights or escalation points to Business Environment.

Are the enablers in the PMP exam content outline a checklist to memorize?

No. The Project Management Institute (PMI®) describes the enablers in the Exam Content Outline (ECO) for the Project Management Professional (PMP®) exam as illustrative examples of the work associated with a task. Read them as hints about what a task looks like in real projects, and do not assume a topic is safe to skip because no enabler mentions it.

Where does risk management sit in the 2026 PMP exam content outline?

In the July 2026 Exam Content Outline (ECO) for the Project Management Professional (PMP®) exam from the Project Management Institute (PMI®), plan and manage risk is a task in the Business Environment domain, not in the Process domain. Change control, compliance and issue management also sit in Business Environment.

How should I study the other PMP exam tasks after Task 1?

Repeat the same method for each of the 26 tasks in the Exam Content Outline (ECO) for the Project Management Professional (PMP®) exam from the Project Management Institute (PMI®): note the task and its domain, read the enablers as actions, list two scenario clues, and practice with original scenarios. Study the weakest tasks in the heaviest domains first.
