ISO 14001 EMS Manual: What to Write and What to Leave Out
What an EMS manual is, what ISO 14001 really requires you to document, and what is only good practice.
In this guide
New environmental management teams often ask for an EMS manual template before they have decided what the manual is for. That order of work usually produces a long document that nobody reads and an auditor quickly outgrows.
This guide starts from the other end. It uses the 2026 edition of ISO 14001, which replaced the 2015 edition, to show what must be documented and what is optional. 3FOLD Training, a CQI IRCA Approved Training Partner, delivers the ISO 14001 Lead Auditor course.
Quick answer
An environmental management system manual is a document that describes how an organisation runs its environmental management system. ISO 14001 does not require one. Its guidance says the system’s documented information does not have to be in the form of a manual. What the standard does require is specific documented information, such as the scope, the environmental policy, significant environmental aspects, compliance obligations, objectives and audit evidence.
| Definition | A document that describes your environmental management system |
| Required by ISO 14001 | No |
| Required documented information | Scope, policy, aspects, compliance obligations, objectives, evidence |
| Current edition | ISO 14001:2026, fourth edition, replacing 2015 |

What is an environmental management system manual?
An EMS manual is a guide to how the system works. A good one explains the organisation’s activities, how the environmental policy and objectives fit together, who is responsible for what and where employees can find the procedures and records that sit behind them.
It is a map, not the territory. The evidence that an environmental management system works lives in monitoring data, compliance evaluations, audit records and corrective actions, not in the manual itself.
Does ISO 14001 require an environmental management system manual?
No. In its guidance on documented information, ISO 14001 says an organisation creates documented information in a manner sufficient to ensure a suitable, adequate and effective system, and that the primary focus is on implementation and environmental performance, not on a complex documented information control system. It adds that the documented information may be integrated with other systems and does not have to be in the form of a manual.
The same guidance explains why you might still write extra documents: for transparency, accountability, continuity, consistency, training or ease in auditing. That is a good test for a manual. If it serves one of those purposes for your organisation, keep it. If it only repeats the standard, skip it. For the sister topic on quality systems, see our guide to the ISO 9001 quality manual.

How do you build a manual that is worth keeping?
Begin with the reader. A new supervisor needs a different document from a customer completing a supplier questionnaire. Pick the main audience and write for them in plain words. These building blocks cover most needs:
- Organisation and scope: what you do, where, and which activities, products and services the system covers.
- Policy and objectives: the environmental policy and the objectives that put it into practice.
- Aspects and obligations: a short summary of how you identify significant environmental aspects and compliance obligations, with a pointer to the registers.
- Roles: who holds which responsibility and authority.
- Control and emergencies: how operations are controlled and how you prepare for and respond to emergencies, with links to procedures.
Resist the urge to mirror the clause order. ISO 14001 says its clause structure and terminology help organisations understand alignment with other management system standards, but there is no requirement to apply them to the system or its documentation. Name things the way your own people do. To understand the building blocks first, read our ISO 14001 guide for beginners and the article on environmental management principles.
Who reads an EMS manual and how should it be controlled?
Staff use it to learn how the system affects their work. External readers, such as customers, regulators and neighbours, use it to understand your approach. Whatever the audience, treat the manual as controlled documented information: identify it, give it a version and an owner, review it when the system changes and make sure only the current version is in use. ISO 14001 expects the scope to be available as documented information and to interested parties, so a public summary can double as the scope statement.
The auditor’s job is to check that what the document says matches what happens on site. Our CQI IRCA ISO 14001 Lead Auditor training teaches how to test that match with evidence.

Frequently asked questions about the ISO 14001 environmental management system manual
What is an ISO 14001 environmental management system manual?
An ISO 14001 environmental management system manual is a document that describes how an organisation runs its environmental management system, who is responsible and where the supporting procedures and records are.
Is an environmental management system manual mandatory for ISO 14001?
No. ISO 14001 says the documented information for the environmental management system does not have to be in the form of a manual. An organisation may keep one if it is useful.
What documented information does ISO 14001 require?
ISO 14001 requires documented information such as the scope, environmental policy, aspects and impacts, compliance obligations, risks and opportunities, objectives, competence evidence, audit records and corrective action evidence.
What should an ISO 14001 environmental management system manual include?
A useful ISO 14001 manual includes the scope, policy and objectives, a summary of aspects and compliance obligations, roles and responsibilities, and pointers to operational control and emergency procedures.
Does the ISO 14001 environmental management system manual need to follow the clause order?
No. ISO 14001 does not require an organisation to use its clause structure or terminology, so the manual can follow how the organisation actually works.
Is the 2015 ISO 14001 environmental management system manual still current?
ISO 14001:2026, the fourth edition, cancels and replaces ISO 14001:2015. Review any manual written to the 2015 edition and confirm transition dates with your certification body.
