These tasks run from rough order of magnitude (ROM) and summary-level estimates to reviewing detailed estimates. You also verify the basis of an estimate and analyze it, so know how an estimate develops as the project is defined.
3. Budgets and baselines
This is the largest theme, with 8 tasks. A cost budget baseline is the approved budget that actual cost is measured against, and the tasks include confirming that change orders are in the baseline and monitoring Budget-at-Completion (BAC).
4. Cost system and current data
These 2 tasks cover following cost system governance requirements and organizing current data. They are short, but every later tracking task depends on clean data.

5. Tracking and validating costs
Actual and accrued costs are costs already incurred or recognized, and committed costs are costs agreed through contracts and orders but not yet incurred. This theme also asks you to validate invoices and work-in-place accruals.
6. Cost drivers, changes and resources
These tasks ask you to identify and evaluate cost drivers, assess the impact of change orders and evaluate resource allocation and utilization.
7. Forecasting and EAC updates
